Two-acre zoning arrived here in 1956, and outside the Town Center today's rules call for two acres with full frontage or four acres with reduced frontage. The town's open space plan describes the result as houses spaced widely on mostly wooded tracts. That setting is pleasant to live in and demanding on paint: walls facing the woods see less sun, stay damp longer after rain, and collect pollen, leaf litter and mildew.

The same plan notes that larger developments since the 1990s brought more clearing and a more conventional suburban look. A house on one of those cleared lots faces a different problem, with full sun fading south and west walls faster than the shaded sides.

Reading the walls before choosing a product

• Green or black staining on north walls and under eaves: mildew, which must be killed and washed off, not painted over
• Peeling down to bare wood in patches: often moisture behind the paint, so gutters, flashing and vents get checked first

Scraping houses built before 1978

Census estimates show 57.6% of housing units in town built before 1980, and the 1960s and 1970s together account for about 37%. Any of those built before 1978 may carry lead in the lower layers of exterior paint. EPA's rule for paid work covers exterior jobs that disturb more than 20 square feet of paint, a mark that scraping one side of a house can pass.

Lead-safe exterior work means plastic sheeting on the ground to catch chips, misting to keep dust down, avoiding high-pressure washing that would blast loose paint into the soil, and daily cleanup. Houses inside the Historic District

Carlisle set up its local historic district in 1969 around the Town Center, and the bylaw's boundary description follows Lowell Street, Bedford Road, East Street, School Street, Church Street, Concord Street and Westford Street. The open space plan says it includes many Colonial- and Federal-period homes. The Historical Commission serves as the district commission and rules on applications to alter the exterior of structures there.

The bylaw text does not mention paint color, so ask the commission whether your project needs an application before ordering paint. It encourages informal discussion before a formal hearing. Replacing siding, windows or trim is a separate question: the town's 2010 historic properties survey found that changes to siding, windows and doors were the most common reason otherwise significant buildings, especially farmhouses, lost individual National Register eligibility. Repairing original clapboards instead of replacing them keeps that history intact.

Timing the work

Exterior coatings need dry wood and temperatures within the label range during application and the cure that follows. On a shaded lot, morning dew lingers, so painting those walls may have to wait until the surface has dried.
