Fitchburg is defined by hilly terrain and by the North Nashua River running west to east through it, according to the city's historical commission. Its industrial-era neighborhoods grew on and near the slopes above the river after the railroad arrived from Boston by 1845. For an exterior job, a slope changes the work: one side of a house can stand a full story taller than the other, ladders need level footing on uneven ground, and drop cloths and debris have to be kept from sliding downhill.

The age of the paint matters as much as the terrain. Census estimates date 42.8% of the city's housing to 1939 or earlier, and a wood exterior that old may carry layers going back generations. How well the next coat lasts depends mostly on what is underneath it.

If your house is in the Monument Park historic district

The Monument Park Local Historic District downtown is administered by the Fitchburg Historical Commission under state Chapter 40C. Its design guidelines, adopted in 2022, say the Commission does not review paint colors. Applying paint or stain to a surface that has never been painted, such as masonry, shingles or siding, is reviewed, and the guidelines say unpainted masonry should not be painted.

Even ordinary repairs in kind need an application and a Certificate of Non-Applicability before work begins, and the guidelines bar vinyl, aluminum and other artificial siding. Replacement wood siding or shingles should match the originals, and trim should not be removed. The guidelines estimate approval at two to six weeks or more, so an owner planning summer work should apply in spring. Scraping old paint safely

With 78.7% of local units built before 1980, exterior prep on any house built before 1978 has to assume lead may be present in the lower layers. The EPA's lead renovation rule applies to pre-1978 homes once more than 20 square feet of exterior paint is disturbed. Ground plastic is laid out past the work area, chips are collected daily, and open-flame burning and high-speed sanding without HEPA dust collection are prohibited. The rule sets that sheeting at 10 feet past the work, or farther where needed to catch falling debris, which on a sloped yard can mean extending it on the downhill side.

Wet scraping, hand sanding and spot priming of bare wood are slower than blasting off old paint, but they keep chips out of the soil and leave sound layers in place. Details are on our lead-safe painting page.

Multi-unit buildings

Buildings with two to four units hold 31.1% of the city's housing. Painting one is a single exterior project but it can involve several decision-makers: an owner-occupant, absentee co-owners or a small condo association. Agreeing on scope, colors and access to each unit's porches and windows before the start date keeps the job from stalling halfway around the building. Picking the right part of the year

Exterior coatings list a minimum surface and air temperature on the label, and they need dry siding and a few dry hours after application. That rules out the cold months entirely and shortens working days at both ends of the season, when nights are cold and siding stays wet with dew into the morning.
