Quincy Center Painters — Hancock Street, City Hall and the blocks around them

A neighborhood description the City of Quincy published in 2009 calls Quincy Center the original nucleus of the city's commercial and administrative life, the place where the Adams families established their homes. It grew into Quincy's main retail district, with City Hall next to the Quincy Center stop shared by the Red Line and the Old Colony commuter rail. The same page mentions mixed-use projects such as Presidents Place adding office space.

On Quincy Square itself, the Massachusetts Historical Commission inventory singles out two well-preserved buildings from the late-1800s commercial expansion: the brick Classical Revival Quincy Savings Bank at 1370 Hancock Street (1897) and the neighboring Adams Building. Those are commercial properties, but they show what the oldest masonry downtown looks like.

Residential streets ring the commercial core. MHC forms describe Edgemere Road, east of the center, as one of several streets developed in the early 20th century with single-family wood houses in Colonial Revival and Bungalow styles; 31 Edgemere Road is a stucco Craftsman bungalow from 1915. On Butler Road, beside the Quincy Homestead, the 'Dorothy Q' Apartments (1929) are a brick Colonial Revival building that the form ties to Quincy's population growth in the 1920s.

Census Tract 4177.04, which contains City Hall, Edgemere Road and Butler Road, shows the mix in numbers. Its median building dates to 1972. Just over a quarter of units (26.8%) were built in 1939 or earlier, while 594 units date from 2000 or later. Only 12.6% of units are detached single-family houses, 28.1% are in buildings of 50 or more units, and 35.6% of occupied homes are owner-occupied, below the citywide 45.2%.

Big buildings mean shared decisions

With 28.1% of units in the tract in 50+ unit buildings and another 23.4% in 20 to 49 unit buildings, many residents live where hallways, exteriors and stairwells belong to an association or a landlord. Stucco and wood on the same street

The documented bungalow at 31 Edgemere Road is stucco, while its neighbors are described as wood Colonial Revival and Bungalow houses. Stucco needs a breathable masonry coating and crack repair before paint; clapboard needs scraping, priming of bare wood and caulking. A painter should price and prep each material on its own terms.

Brick that may never have been painted

The 1929 Butler Road apartments and the 1897 bank building are brick. Painting unpainted brick is hard to reverse and can trap moisture if the coating is wrong, so on older masonry it is worth asking whether cleaning and repointing would serve better than a first coat of paint.

Two eras, two lead answers

In this tract 58.4% of units predate 1980, yet hundreds were built after 2000. A unit in a post-2000 building is outside the pre-1978 lead rules; a 1915 bungalow or a 1929 apartment is inside them, which means certified lead-safe practices under the federal RRP rule for paid work that disturbs more than the minor-job thresholds.
