Millville is a small town with a long industrial past. Its 2018 master plan traces a first woolen mill at the falls in 1814, the Blackstone Canal in 1828 and big rubber and felting factories later in the century, followed by decline after the Depression and fires in 1976 and 1977 that destroyed the last mill complexes. The factories are gone, but the plan notes that many neighborhoods that once housed their workers remain, and that history shapes what an exterior repaint involves here.

Census estimates put 361 of the town's 1,202 housing units in the 1939-or-earlier bracket, about 30%. Another large share went up in the 1980s and in 2000–2009, about 16% each. A house from before 1940 and one built after 2000 carry very different paint histories, and they need different prep.

Two National Register districts, and what listing does and does not do

The Central Street Historic District (listed 2003) follows Central Street from Main Street south to just past Quaker Street, shifting from commercial blocks near the river to houses on the hillside. The Main Street Historic District (listed 2006) covers much of the 19th-century industrial village along Main Street, Lincoln Street and Chestnut Hill Road. The styles recorded for the two districts are Colonial, Federal and Greek Revival.

Listing on the National Register is a recognition, not a permit system. The town's 2018 master plan recommended creating local historic districts, which indicates none existed when the plan was written, and our research did not turn up a local paint-color review. If you own a house in either district, it is still worth confirming with the town before changing colors or removing original trim, since bylaws can change. Separately, the master plan notes that the 1994 historic resources survey judged Banigan City, the mill housing on Hope and Prospect Streets, eligible for the Register.

Prep on older siding

About 57% of Millville housing units date from before 1980, and the federal ban on lead in house paint arrived in 1978. On those houses, the lower layers on clapboards, window casings and porch parts may contain lead, and scraping or sanding them is regulated work. Containment on the ground, misting, HEPA cleanup and careful disposal are part of the job. Our lead-safe painting page covers the rules.

On a Greek Revival or Federal house, the trim carries the design: corner boards, cornice returns, window heads and door surrounds. Rot tends to show at the bottom of corner boards, sills and the lowest courses of siding, where water sits. Those pieces get repaired or replaced to match before primer goes on, because new paint over soft wood fails fast.

• Wash, then scrape loose paint and feather the edges
• Repair or replace rotted sills, trim and clapboards
• Spot-prime bare wood; prime new wood on all sides when possible
• Caulk open joints, then two finish coats

Shade, trees and the river

Forest covers about 2,187 acres, roughly 69% of the town, according to land-use data in the master plan, and the largest category of developed land is single-family homes on lots over half an acre. A house tucked into trees stays damp longer after rain, which feeds mildew on north and shaded walls and slows paint drying. Trimming branches back from the siding, washing with a mildewcide before painting and choosing a finish with mildew resistance all help.

The Blackstone River runs about 1.5 miles across town with the canal on its south bank. Wherever heavy morning dew settles on the siding, the painting day has to wait until the surface is dry to the touch, since paint applied over moisture can blister or lose adhesion.

Timing and getting an estimate
